$3 Million Dollar Investment Includes New Senior Housing

Seniors Will Be A Part of Blue Line Corridor Development In Addison Park

LARGO, MD — The Prince George’s County Department of Housing and Community Development (DHCD) announced a $3 million investment in Addison Park, a transit-oriented senior affordable housing development set to deliver 293 new apartments in Capitol Heights. Located at 216 Yolanda Avenue, a quarter mile from the Addison Road–Seat Pleasant Metro Station, the project advances the County’s Blue Line Corridor strategy to expand equitable housing near transit, jobs, and services.

DHCD’s commitment includes Housing Investment Trust Fund (HITF) financing and approval of a Payment in Lieu of Taxes (PILOT). In return, Addison Park will preserve long-term affordability for at least 40 years, serving seniors aged 62 and older with household incomes at or below 60% of Area Median Income. The financing draws from the State of Maryland DHCD’s $10 million allocation to Prince George’s County’s HITF for transit-oriented developments.

“Affordable housing for our seniors is a critical component of economic development and community growth,” said Jonathan R. Butler, Director of DHCD. “Addison Park reflects the County’s commitment to investing in transit-oriented development that expands housing opportunities while strengthening communities.”

The elevator-served community will offer a mix of one- and two-bedroom apartments designed for independent living, alongside approximately 4,000 square feet for a community service facility. Planned on-site amenities include community gathering rooms, a landscaped courtyard, fitness and business centers, and resident services tailored to senior households. DHCD expects the development team to partner with Communities Together, Inc. (CTI) to deliver comprehensive services that promote wellness and aging in place.

Addison Park anchors a broader master plan envisioning 56 for-sale townhomes, a nonprofit educational facility within an existing civic building, and a future municipal office for the Town of Capitol Heights—creating a mixed-income, mixed-use neighborhood that leverages proximity to Metro. Completion is scheduled for January 2028.

The project aligns with DHCD’s countywide strategy to boost production and preserve affordability. Over the past six years, DHCD has financed eight senior communities and is supporting three more now under construction, adding 642 affordable senior units upon completion.
